Heat a 3 qt nonstick pan over high heat and spray with cooking spray. Add the turkey (or ground beef) and season to taste with salt/pepper. Cook until browned and remove to a bowl.
Reduce heat to low, and add carrots, onions, celery, and garlic. Cook for 5 minutes untio vegetables begin to soften. Add the chili powder, paprika, cumin, and cayenne. Stir for about a minute increasing the heat to medium. Add the can of tomatos, chicken broth and bay leaf and bring to a boil over high heat. Reduce heat to medium-low and simmer for 15 minutes covered. Add the browned turkey (or beef) and simmer for another 5 minutes. Remove bay leaf before serving. (Makes 4 servings)
